the electric company will not accept my Visa gift card.

My suggestion is have a friend buy the Visa gift card from you for cash, and then use that to pay the bill. I've sold gift cards here on DW for the same purposes. Good luck. <3

If they take cheques, you might also be able to use the cash to get a cashier's cheque from the bank? I know you don't have an account but there might be banks that will do that for you still.
