In the long run, you might want to get a bank account at a local credit union -- they're usually cheaper than banks and often don't charge a monthly fee at all if you can leave $30 in your accounts.

In the short run -- Walmart.com takes Paypal and sells Visa Gift cards that are accepted "everywhere Visa debit cards are accepted." If you haven't used a debit card to pay your electric bill before, you might want to call and find out if they'll accept it.

Actually, you might ought to call them anyway, you can usually buy some additional time if you tell them you intend to pay.

According to the website, if I order one tonight, it'll arrive by Friday with free shipping. You'll be paying $4-$7 for the card, but I'm not sure where you can go to get better, unless there's a way of picking one up at the store after paying for it online.
