I don't think it's OOC, but I think you'll need to provide a convincing context for why Shen Wei would be indulging in something like the Dragon Smoke at all. I could see him explaining it to Zhao Yunlan if they run across it as part of a case, but a circumstance where he would actually use it...that's the trick.
